401	authentication_error	Missing, invalid or revoked key
403	permission_error	Missing REST scope
404	not_found_error	Unknown id, other tenant or path not in this catalog
429	rate_limit_error	Over the key limit
500	api_error	Unexpected. Retry create with the same idempotency key
503	api_error	Downstream unavailable. Webhook writes also use this when the delivery plane is off

Retry 429 and 500 (with idempotency on writes). Do not loop on 400/401/403/404. 503 on webhooks means the delivery plane is off, not “retry until a row appears.”
